In order to Protest your Property Taxes, you must file a "Notice
of Protest" with the Central Appraisal District (CAD) in your
county. There is a form you can use
(click here), however any letter you sent to the Chief Appraiser
in your county will suffice. It must contain your name, the address
of the property in question and your signature. The CAD will then
send you a notice of when your hearing will be.
The Informal hearing is the first step in your protest. It is
basically a one-on-one meeting between you, or your representative,
and a appraiser. The appraisers are limited in what they can do for
you, if anything.

The short answer is "YES". You should protest your property taxes
every year, whether they go up or not. Of course the main reason for
protesting is to lower your taxes, however, you should protest to
preserve the 10% cap on your taxes.
